Will there be a salary cap in the 2011 NFL Season?

I'm pretty filled in on what the CBA is about and all, but I'm a cowboys fan and I've been wondering will there be a salary cap for the 2011 season? Does this mean Jerry Jones could go all out and sign just about anyone he wanted or what? Similar to what the Yankees do every year?
